Nope, it’s a school uniform, a lot of the British schools seem to have these funny skirts for pupils to wear. And if you think that’s bad, you should see what the -girls- have to wear

No…Im Scottish. Its a Scottish kilt missing the Sporran and a Gillie Shirt.
You do get some Schools making pupils wearing tartan skirts but not with Gillie shirts. That would just be ridiculous (although seriously funny)
If you look next to the kilt it looks like one of those evening function wear shops.
